This picture shows a block of bedrock that was fractured through the plucking process. The rock fragment was not removed by ice flow, thus, leaving it in place.  Possible reasons for not being removed by ice flow are; disintegration of ice after breaking of bedrock, or the rock fragment failed to refreeze to the basal ice after disjointing.
